USAID Question

So, this is not so much about the dumb ass spending, on which there is another topic already going.

We see they gave $20m for a Trans play in Peru. Now, the estimates for the spending were done in US dollars, the payments in local money. 

So where does the difference go? $20m US does not equal $20m in Peruvian money.

$20m is $20m, no matter the currency.

Whatever the exchange rate is, unless they're spending it in a country that US dollars are accepted, will be in the local currency. It's all just ones and zeros on a screen anyway, so the funds will be dispensed by the local banks.

At current exchange rates that would be just under 75M Peruvian sol.

I would say that the money not used is simply never disbursed or is recovered, but when it's all just bullshit and not tracked anyway I would guess that's not really what happens. Treasury has been paying out billions to programs that aren't even authorized anymore.

The fact that Treasury was instructed to never halt any payments should see somebody in prison. These are the people that are calling parents and concerned citizens extremists, literally sending billions to known terrorist groups.

I can understand a group in LA or NY applying for a grant, but Peru? How can it be justified unless some Peruvian ambassador applied for the grant? This disregards the obvious question, how was this production justified as necessary or needed aid?

This seems like someone's pet project, or maybe a kickback. Run some shoddy production for a couple of nights and pocket the rest. Seems suspect all around.

USAID is the Agency for International Development. There's no real justification for any of it, but it's ostensibly to improve the plight of others in foreign countries so NY and LA need not apply (and they already get plenty of grift as major hubs for everything via colleges and universities). The people defending it have had difficulty deciding if it's an aid program or just a front to soft power projection, which apparently the left is all about now. We have military bases all over the world and don't need to fund any of this soft power bullshit, the "aid" isn't getting to the people that need it, and the popularity of the WEF-loving liberals is astroturfed with our tax dollars across the entire Western world. It's not soft power anyway, it's Soros WEF style destabilization. They're all Kissinger spawn and the world will be a much better place when all of they/thems influence is erased from the world.

It's not been audited or transparent because they know that the public would disapprove of billions spent on social justice and activism (on top of the spending we already do for military and intelligence) while veterans are homeless and kids are not getting an education in the US.

All these funds inevitably go back into the coffers of DC area NGOs or benefit some pseudo-operative glowie on the ground doing whatever social engineering and civil unrest shit-stirring they get up to. They're all connected via their expensive schools, lobbyist groups, or their crust punk activist circles. Whatever benefits have reached people in need has been negligible.
