I would say that's a forgone conclusion, but not a declaration made today necessarily.  The declaration today was just further proof of Trump removing yet another hiding place for the scourge that is embedded in the US government.

Remember, Trump is not a career politician like so many others. He has no use for them, and he is very anti-drug when it comes to illegal narcotics. Above the political angles, he will stand on principle on this one.
